Emporium has no borough dog law officer right now.
Emporium Borough Manager Robert Aversa suspended the position after liability and insurance reasons.
"My concern is that someone could get hurt," said Aversa.
Last month, borough council members voted Cameron County SPCA president George Sowers to the position, succeeding Phil Brown.
But the motion was reversed.
Emporium Borough Council members are continuing to investigate, but it's unsure when they'll reconvene on the matter.
Dog law officer gets paid $75 per month.
