POTTER COUNTY COMMISSIONERS’ MEETING

March 16, 2006


CALL TO ORDER

The regular meeting of the Potter County Commissioners was called to order at
11:02 a.m., Thursday, March 16, 2006 in the office of the Commissioners, Potter County Courthouse, One East Second Street, Coudersport, PA 16915.

Present were Commissioners Kenneth Wingo, John Torok, and Catherine Bowers, Chief Clerk Cora Thompson, Recording Secretary Lucinda Weakland, County Treasurer Krista Miller, Sheriff Ken Sauley, guest Anne Nelson, members of the press Gerri Miller and Don Gilliland, guest Jessica Sheets, Innovative Consulting Group.

PUBLIC COMMENT

Jessica Sheets, Innovative Consulting Group, Inc. spoke regarding the Growing Greener County Initiative Program. She noted that Potter County is eligible for $1,000,000.00 through this program for “ready to go projects” and their company would like the opportunity to discuss with the commissioners the services ICG, Inc. offers. They are currently working with Clinton County on these types of projects.Commissioner Torok asked Ms. Sheets what their fees were for writing grants and other services related to these types of projects. Ms. Sheets stated that it depends on the project the county has in mind, the amount of time and effort required for the submittal process and the government agency that is involved.

Commissioner Torok thanked Ms. Sheets for her presentation and said that they would look at the materials that she provided and will take her proposal under consideration.

MINUTES – 03/16/06

Commissioner Wingo made a motion to approve the minutes as presented. Commissioner Torok seconded the motion. There was no discussion.

OLD BUSINESS

NEW BUSINESS
RESOLUTION #4-2006 – Appointment of Thomas R. Schaffer as an independent Assistant County Solicitor for PCHS and to assign duties.

Commissioner Bowers made a motion to approve. Commissioner Wingo seconded the motion.

Discussion: Commissioner Torok noted that the contract is for an annual salary of $10,200.00.

APPOINTMENT – The Potter County Farmland Preservation Board requests the appointment of Leroy White to the board. Mr. White is willing to serve on the board and, if appointed, will serve for three years.

Commissioner Torok made a motion to approve. Commissioner Bowers seconded the motion. There was no discussion.

APPOINTMENTS/RE-APPOINTMENTS – James Kockler, PCHS, has submitted the following candidates for service on the Aging Advisory Council:- For appointment from April 2006 through April 2009 Vera Karhan, Galeton- For re-appointments, from April 2006 – April 2009 Sister Mary Hoffman, Roulette Jack Hewitt, Coudersport Lila Pepperman-Hewitt, Coudersport Jane Lane, Galeton Roland Griesemer, Ulysses

CONTRACTS AND AGREEMENTS

AGREEMENT - between Potter County and Erie County for Part time Use of Forensic Pathologist services for 2006

Commissioner Torok made a motion to approve the agreement. Commissioner Bowers seconded the motion.

Discussion: Commissioner Wingo noted that there was $1,600.00 allocated from the coroner’s budget and $1,000.00 from the district attorney’s budget to cover the cost of this agreement. The services are state certified and allow the county to save approximately $1,500.00 per autopsy.

AGREEMENT - between Potter County and McKean County for Mutual Aid Emergency Management Services.

Commissioner Wingo made a motion to approve the agreement. Commissioner Torok seconded the motion.
Discussion: Commissioner Bowers asked if the solicitor had reviewed this agreement. The documentation indicated that it had been faxed to Solicitor Cahilly for review. Commissioner Wingo noted that this agreement has been in place for a number of years.

Commissioner Wingo made a motion to approve the contract. Commissioner Torok seconded the motion.

Discussion: Commissioner Wingo noted that this was a standard contract for these services. Commissioner Bowers asked if it was a new contract because she was reading through them and saw the “N/A” under the previous year’s date.

CONTRACT – between the Potter County Emergency Management Agency and MSAG LLC for Enhanced 911 Services, 911 electronic mapping and addressing schedule.
Commissioner Wingo made a motion to approve the contract. Commissioner Bowers seconded the motion.

Discussion: Commissioner Wingo noted that the total amount of contract is $232,738.00 to bring master street addressing program up to date. This will be paid for with 911 grant funding.

TRAININGS

Linda Williams and Dr. Glenn Williams – PA Pandemic Influenza Planning Summit, March 17, 2006, Pittsburgh, PA. Request for meals ($30), mileage (161.88), lodging ($99.00) expenses. There is no registration fee. These expenses will be funded from the Citizens Corps grant.Purpose: Meet with representatives from the Center for Disease Control, U.S. Department of Homeland Security, U.S. Department of Agriculture as well as other federal, state and local experts who will provide important information on planning for an influenza pandemic.
Robin Freeman – Advanced Benefit for Victim Compensation Training, March 27, 2006, Williamsport, PA. Request for meals and mileage expenses. There is no registration fee. These expenses will be funded from the RASA and VOJO grants.Purpose: To earn 3.5 hours toward required 30 hours training.
Krista Miller – County Treasurer’s Association Spring Seminar, April 5, 2006, State College, PA. Request for mileage expenses only. Purpose: To prepare for annual conference
Krista Miller – County’s Treasurer’s Association 58th Annual Conference, June 12 – 16, 2006, King of Prussia, PA. Request for registration ($275.00), lodging ($525.00), meals and mileage expenses.Purpose: “To discuss and resolve the various questions arising in the discharge of their duties and functions of the respective officers, and to provide uniform, efficient and economical methods of administering the affairs of the counties pertaining to their offices” (County Code Section 441(a)).

Kevin Dusenbury – Annual Spring Law Enforcement Seminar, March 23, 2006, Johnstown, PA. Request for registration ($10.00), meals, mileage and lodging expenses. Purpose: Eight hours of continuing education as approved by the PA Coroner’s Education Board.
John Hetrick and Kevin Gledhill – Interact CAD Administrator Training, April 3 – 7, 2006, Atlanta, GA. Request for airline travel ($495.00 each), lodging ($756.00 each), meals and mileage expenses. Interact is making the travel arrangements. These expenses will be covered by 911 Wireless Program grant funds.Purpose: This class provides an in-depth overview of Computer Aided Dispatch (CAD) and how it helps manage 911 calls and dispatch Law, Fire, Rescue and EMS.
Colleen Wilbur – PACDAA Quarterly Meeting, State College, PA, April 5 – 7, 2006, State College, PA. Request for meals, mileage, lodging ($208.32) and registration ($140.00) expenses.Purpose: Required for PACDAA membership, OMHSAS update, BDAP update.
Crystal Thomas – PACNET Service Provider Showcase, March 30, 2006, Indiana, PA. Request for meals, mileage and registration ($25.00) expenses.Purpose: Required due to being vice chair of PACNET
Luke Patterson, Barbara Busch, Susanne Boucher, Sue Weber – Protective Services Enrichment Training: Protective Services and the Court, May 23, 2006, Wexford, PA. Request for meals, mileage and lodging ($256.46) expenses. There is no registration fee.Purpose: Protective Service workers are required to attend Enrichment Training annually.
Luke Patterson, Barbara Busch, Susanne Boucher, Sue Weber – Legal & Financial Update, Clarion, PA, March 24, 2006, Request for meals and mileage expenses. There is no registration fee. Purpose: Important information required to be able to assist consumers with financial application for the PDA Waiver Program

Barb Kiel – Prime Time Health Conference, Harrisburg, PA, April 19, 2006. Request for meals, mileage and lodging ($172.22) expenses. There is no registration fee.Purpose: Annual update conference for this mandatory program. Prime Time Health offers health, educational & recreational programs at each senior center.

ANY OTHER BUSINESS TO COME BEFORE THE BOARD

Commissioner Bowers noted the following:

Since September, she has been working with a group of volunteers from various human services agencies on the subject of “Making Potter County a Better Place To Live and Work.” The group has compiled a Needs Assessment Survey to be randomly given to 800 Potter County residents. All responses are confidential with no names. It will be publicized via radio and newspaper. The last survey like this in Potter County was conducted in 1996. This survey will be more comprehensive. The opinions of the citizens of Potter County are valuable and needed. This is an opportunity to “speak your mind.” It should take about 15 – 20 minutes to complete.
Vietnam Moving Wall is in Smethport May 31st.
The 1st Annual Potter County Law Enforcement Association will be holding a Yellow Ribbon 5K Race and Hike on Sunday, May 21, 2006 in conjunction with the Galeton Area Yellow Ribbon Suicide Prevention, Susquehannock Trail Club and other community organization and volunteers. This run is to help generate increased public support for law enforcement, teen suicide prevention, a law enforcement officer who is being treated for cancer, cancer victims as well as to help people and organizations within the county.Contact person is Sean Batterson at batterson@pennswoods.net. Registration deadline for May 12th.
Direct Deposit is up and running. The first payroll with direct deposit capability was completed this week. Commissioner Wingo congratulated Commissioner Bowers for leading this as well as Josh Hoffman, the county’s IT contractor, Kathleen Majot and Leona Miller in the Fiscal department and Treasurer Krista Miller for their efforts.
