NEW BUSINESS

AWARD PRESENTATION – PA Counties Workers’ Compensation Trust (PCOMP) 2006 Loss Control Award for Outstanding Safety Committee to Potter County Human Services Safety Committee.This award includes the opportunity for one representative to attend the Governors Safety & Health Conference in Hershey, PA in October.

RESOLUTION #5-2006 – County policy in support of the Federal Fair Housing Law and the Pennsylvania Human Relations Act.
APPOINTMENTS – Ken Straub, Executive Director of the Northern Tier Community Action Corporation requests the appointment of Mr. Gale Monroe and Mr. Terry Simkins to their board.
PROCLAMATION – Sexual Assault Awareness Month, April 2006
CONTRACTS AND AGREEMENTS

AGREEMENT – between Potter County and Cleveland Brothers Equipment Company, Inc. Preventive Maintenance for generator at Potter County Jail, March 2006 through June 2007, $584.00.
AGREEMENT – between Potter County and Karpinski’s Office Systems for maintenance of office equipment, April 1, 2006 through March 31, 2007 at a flat rate of $79.00 per machine plus parts and supplies.
AGREEMENT – between Potter County and Potter Leader-Enterprise to print specimen, provisional and absentee ballots for the primary at total cost of $1,400.00. This was the lower of the two quotes submitted.
CONTRACT – between Potter County and Diebold Election Systems for $243,135.82 to meet Have A Right toVote Act (HAVA) requirements for the May primary elections. This is funded by HAVA grant.

Mark Benson and Jean Wilson, PACHSA Spring Quarterly, March 28, 2006, State College, PA. Retroactive request for mileage and registration fee ($100.00) expenses. Purpose: Annual Meeting for HAP – Learn program guidelines
John Moshier – Getting New Juvenile Probation Officers Up to Speed: A Program for Supervisors, April 6 – 7, 2006, State College, PA. Request for meals, mileage, lodging ($64.02) and registration ($55.00) expenses.Purpose: Nine hours training counts toward required 40 hours
Brent Petrosky – 2006 Joint Annual Meeting, PA Association of Criminal Defense Lawyers and the Public Defender Association of PA, April 27 – 29, 2006, Harrisburg, PA. Request for mileage, meals, registration ($275) expenses and fee for credit hours to be reported to CLE Board ($9.00)Purpose: To complete Capital Cases III class for 6 credit hours
Luke Patterson – Basic Care Manager Course, April 26 – 27, 2006, Clarion, PA. Request for meals, mileage, lodging ($60.00) and registration fee ($100.00) expenses.Purpose: Important training for new care managers. Will present an overview of PA’s requirements for Care Management, Intake, Assessment, Care Planning.
Bill Hau & Sean Conklin – SCA Fiscal Officers Conference, May 3 – 4, 2006, York, PA. Request for mileage, meals, registration ($90.00 each) and lodging ($99.00) expenses.
Angela Milford – 13th Annual Risk Management Workshop, April 24, 2006, Hershey, PA. Requesting meals, mileage and lodging ($194.00) expenses. There is no registration fee.Purpose: Sheriff Sauley strongly suggests that she participate in this important training
Angela Milford – Suicide Prevention and Intervention Instructor Course, April 25 – 27, 2006, Corrections Training Academy, Elizabethtown, PA. Request for meals and mileage expenses only. Purpose: This training will enable Assistant Warden Milford to train the Correction Officers at the Potter County Jail.
Donna Foust – Protective Services Basic Training, May 9 – 11, 2006, Harrisburg, PA. Request for meals, mileage and lodging ($291.03) expenses. There is no registration fee. Purpose: Protective Services Supervisors are required to attend annual PS updated and/or enrichment training. She has not taken PS updates in over 5 years and must attend to be compliant.
Crystal Thomas – PACNET East Provider Fair, April 19, 2006, Danville, PA. Request for meals, mileage and registration ($20.00) expenses. Purpose: Attendance required due to being Executive Committee Vice-Chairperson for PACNET Western Division.
Janet Long – Benefits and Results of a Quality Performance Program, April 10 – 11, 2006, State College, PA. Request for meals, mileage and registration ($100.00) expenses.Purpose: To improve supervisory skills and personnel practices; developing and implementing quality performance practices. PDA requires for PDA Waiver Program.
Joe Lewis and Linda Sturdevant – Regional Meeting of the Tax Claim Bureau, April 28, 2006, Clarion, PA. Request for mileage only.Purpose: Training on latest rules and requirements
Nancy Hurt – PACSETI training session on Advanced Financials, April 12 – 13, 2006, Erie, PA. Request for meals, mileage and lodging ($77.00 per night) expenses. A portion of the expenses will be paid from the DRO IV fund.Purpose: Required update training
Nancy Hurt – Annual Directors’ Conference, Bureau of Child Support Enforcement, April 17 – 19, 2006, State College, PA. Request for meals, mileage and lodging ($110.00 per night) expenses. There is no registration fee. A portion of the expenses will be paid from the DRO IV fund.Purpose: Provides updates required for job performance.

PERSONNEL ACTIONS

PCHS – Hiring of Monica Williams as full time County Caseworker II for Oswayo School District effective April 3, 2006 at an annual salary of $24,462.00, funded by the PA Dept. of Public Welfare pending Salary Board approval. Ms. Williams has been working in this capacity as a contractor for the past several months.
PCHS – Hiring of Dan Eskesen, Jr. as full time County Caseworker II for Northern Potter School District effective April 3, 2006 at an annual salary of $24,462.00, funded by the PA Dept. of Public Welfare pending Salary Board approval. Mr. Eskesen has been working in this capacity as a contractor for the past several months.
PCHS – Hiring of Mike Kittle as full time County Caseworker II for Coudersport High School effective April 3, 2006 at an annual salary of $24,462.00, funded by the PA Dept. of Public Welfare pending Salary Board approval. Mr. Kittle has been working in this capacity as a contractor for the past several months.
PCHS – Hiring of Rhonda Goss as full time County Caseworker II for Austin School District effective April 11, 2006 at an annual salary of $24,462.00, funded by the PA Dept. of Public Welfare pending Salary Board approval.
