The following is a copy of the Agenda for the Potter County Commissioners Meeting From Thursday as provided by Lucinda Weakland. Not being able to attend, I'm not able to report all the details on what was decided. But, we can see what they talked about!


OLD BUSINESS

UPDATE – Director of Assessment Joe Lewis will provide an update on the grant of 4,986.00 earlier this year from the PA Historical and Museum Commission to the county for copies of historical maps.

NEW BUSINESS
RECOGNITION – Eagle Scout Brian Scott, Ulysses, PA. He a member of Boy Scout Troop #530 and a junior at Northern Potter High School. The commissioners wish to publicly recognize Mr. Scott’s achievement to this rank and offer their congratulations.
PROCLAMATION – April 28, 2006 - Arbor Day 2006 celebration at the Kettle Creek Hose Company, Cross Fork, PA.
PROCLAMATION – May 14 – 20, 2006 – Senior Community Center Week.
PROCLAMATION – May 2006 – Motorcycle Safety and Awareness Month
APPROVAL REQUESTED – Potter County Minority and Women’s Business Enterprise Plan.Housing and Redevelopment Authority (PCHRA) Director of Redevelopment, Joe Pagano requests the commissioners’ approval of this plan. The purpose of this plan is to promote opportunities to minority and women’s business enterprises for participation in the awarding of contracts funded through the PA Dept. of Community and Economic Development (DCED). A copy of this plan will be available for public review at the PCHRA office between the hours of 8:30 a.m. and 4:00 p.m.
BOARD APPOINTMENT – Planning Director Amy Jo McClain requests the appointment of Marshall Hamilton to fill the vacancy on the Potter County Planning Commission left by the retirement of Tom Leete.
CONTRACTS AND AGREEMENTS

CONTRACT – Potter County and SEIU Local 668 / PA Social Services Union for the period of 01/01/06 – 12/31/08 The purpose of this contract is to establish pay rates, benefits and other agreed upon employer/employee standards for Potter County Human Services employees.
REQUEST FOR PURCHASE – Sheriff Ken Sauley is requesting approval for the purchase of a 2006 Ford Explorer 4WD for the sheriff’s department at a cost of $21,900.00.

LETTER OF INTENT/AGREEMENT – Potter County and the PA Department of Public Welfare – Administrative Entity Operating Agreement for Potter County Human Services (PCHS) Mental Health/Mental Retardation (MH/MR) to participate in the Consolidated and Person/Family (P/FDS) Waivers for Fiscal Year 2006 – 2007.

ADDENDUM – Potter County Adult Probation/Parole – Community Service Program and AIG Domestic Accident & Health Division/National Union Fire Insurance Company of Pittsburgh for the period 06/01/06 – 06/01/07.The purpose of this insurance addendum is to provide Accident Medical Expense insurance to cover Community Service workers at a total of $350.00.
AGREEMENT – Potter County and UGI Energy Services, April 2006. This agreement locks in the market rate price for natural gas for the county, including PCHS at $7.93 dth.

CONTRACT – Potter County Human Services/Area Agency on Aging and the PA Department of Agriculture for the period of 05/01/06 – 11/30/09. This contract is for the Farm Market Nutrition Program. There is no cost.
CHANGE ORDER TO CONTRACT – Potter County and Intertech Security, LLC., April 5, 2006.The purpose of this change order is to add 12 additional smoke detectors to the courthouse security system at a cost of $6,416.00
AGREEMENT – Potter County Local Emergency Planning Commission (LEPC) and Saskia Cohick for GIS Consulting Services, 04/13/06 – 08/30/06 for a total of $8,614.45.The purpose of this contract is to update all Potter County Superfund Authorization and Reauthorization Act (SARA) Facility and other applicable LEPC Emergency Plans. Cost represents $3,171.00 for updating the plans and $5,443.45 for a table top exercise that puts into use at least one of the updated plans.

Barb Kiel - Farm Market Nutrition Program Coordinator Training, April 10, 2006, Bloomsburg, PA. Retroactive request for meals, mileage and lodging ($54.49) expenses. There was no registration cost.Purpose: Required training for Farm Market Nutrition Program

Bert Ianson - CORE 104 – Separation and Placement in Child Protective Services, April 18 – 20, 2006, Erie, PA. Request for meals, mileage and lodging ($219.76) expenses. There is no registration fee.Purpose: Mandatory training for certification of new caseworkers
Ken Sauley – Remote Activated Custody Control (RACC) BELT training, May 10, 2006, Elk County, PA. Request for meals, mileage and training fee ($500.00) expenses. The PA Sheriff’s Association will reimburse the training fee of $500.00 to the county.Purpose: Job-related training
Kevin Dusenbury – Continuing Education class at Temple University’s Institute of Protective Services, April 24, 2006, Hershey, PA. Request for meals, mileage, lodging and class fee ($120.00) expenses. This was the class that was originally requested for 03/23/06 but Mr. Dusenbury was unable to attend due to work commitments. Purpose: Counts 8 hours of continuing education credits towards requirements.
PERSONNEL ACTIONS

PA COOPERATIVE EXTENSION – Hiring of Megan Dow as the 4-H Summer Assistant, effective May 15, 2006 – August 18,2006 at an hourly rate of $8.20 pending Salary Board approval.
SHERIFF – Hiring of Philip Alan Seeley as a part-time Corrections Officer at the Potter County Jail, effective April 17,2006 at an hourly rate of $10.90 pending Salary Board approval.
