OLD BUSINESS

. RESOLUTION #2-2007 - Tax Levy for the Budget Year 2007 - This
was tabled at the last meeting to allow for all commissioners to be
present for the vote.

. Approval of minutes from the Special Meeting of the
Commissioners held on December 29, 2006 to adopt the 2007 Budget.


NEW BUSINESS

. BID - Bids were solicited for one (1) mid-size car, (2) two
front wheel drive minivans and one (1) twelve passenger handicapped van.
No bids were received.

. APPOINTMENTS - PCHS requests the following to be approved as
members of the 2007 Emergency Food and Shelter Program Board:

TRAININGS

. Retroactive - Sherry Hoffman - Joint Committee on Older Persons
with Mental Retardation, January 24, 2007, Department of Aging,
Harrisburg, PA. Request for meals, mileage, and lodging ($148.24)
expenses. There was no registration fee.

Purpose: Membership meeting for Joint Committee to improve services and
supports available to older persons with mental retardation.

. Ken Hoffman and Tim Schaub - Certified Investigator Training,
February 26 - March 1, 2007, Mercer, PA. Request for meals, mileage and
lodging ($359.70) expenses. There was no registration fee.

Purpose: Certified Investigator Training for Mental Retardation.

. Monica Williams and Cathy Marshall - CORE 102 Casework Process
and Case Planning, April 10 - 13, 2007, Meadville, PA. Request for
meals, mileage and lodging ($647.46). There was no registration fee.

Purpose: Mandatory Training for caseworkers to receive direct
certification.

. Donna Foust - Long Term Care Ombudsman Tier II, April 18 - 20,
2007, Camp Hill, PA. Request for meals, mileage, and lodging ($252.72)
expenses. There was no registration fee.

Purpose: Mandatory for Ombudsman Supervisors. Ms. Foust will be assuming
supervision over this program on 07/01/07.

. The following trainings per Probation personnel are provided by
the Center for Juvenile Justice Training and Research in conjunction
with the Juvenile Court Judges Commission:

o Jeff Walker - Orientation to On-Line Learning CCELC-OL, February
19 - 23, 2007. Request for registration expense of $15.00.

Purpose - To obtain necessary training while reducing traveling
expenses.

o Jeff Walker - Motivational Interviewing CCELC-MI (on-line
training). Request for registration fee of $95.00.

Purpose: Motivational Interviewing training.

o Steve Miller - Staff Safety Training - Phase One, June 6 - 13,
2007, Mechanicsburg, PA. Request for meals, mileage, lodging and
registration fee ($110.00) expenses.

Purpose: Safety Training

. Doug Bell - Basic Care Management Academy, March 1-2, 2007,
Harrisburg, PA. Request for meals, mileage advance ($210.00), lodging
($98.10) and registration ($100.00) expenses.

Purpose: Mr. Bell is a brand new Care Manager and should attend this
training to learn the requirements for care management.

. Debbie Lincoln - Early Intervention Leadership Conference, March
6-8, 2007, State College, PA. Request for meals, mileage and lodging
($206.16) expenses. There is no registration fee.

Purpose: Mandatory conference for Early Intervention staff.

. Bill Hau - Western Region Fiscal Officer's Meeting, March 1 - 3,
2007, Champion, PA. Request for meals, mileage and registration fee
($25.00) expenses.

Purpose: Fiscal Officers' Meeting

PERSONNEL ACTIONS

. NOTIFICATION OF HIRING - Mary Lou Fourness as Permanent
Part-Time Secretary/Clerk II, Class III in the Prothonotary & Clerk of
Courts Office, effective February 1, 2007 at the hourly rate of $8.40
per the union contract. Her hours will be flexible averaging 17.5 hours
per week, not to exceed 34 hours in any one-week period. The exact hours
to be worked each week will be determined by the supervisor with input
from Ms. Fourness.

Recently, Ms. Fourness has worked for Potter County as the Records
Preservation Clerk and currently, she is working as an emergency
temporary Secretary/Clerk II in the Prothonotary & Clerk of Courts
Office.

. PCHS - Retroactive request to eliminate the position of
Children, Youth and Families (CYF) Program Specialist 2 and create the
position of CYF Program Director effective January 23, 2007 pending
Salary Board approval.

. RECLASSIFICATION OF CIVIL SERVICE POSITION - PCHS Administrator
Jim Kockler submitted a formal request to the PA State Civil Service
Commission to reclassify the position of CYF Program Specialist 2 to the
position of CYF Program Director.

With this change in position, the annual salary will increase by
$1,258.00 to a total annual salary of $51,576.00 pending Salary Board
approval. This position is funded by the PA Department of Public
Welfare.

. RESIGNATION - James Kockler, PCHS Administrator has submitted a
letter of resignation to accept another position.

. COUNTER OFFER - The duties and responsibilities of the PCHS
Administrator, the current salary of $58,205.00 and the cost of
recruiting a replacement with skills and experience that are comparable
to Mr. Kockler's have been reviewed. In consideration of these factors,
it is recommended that the salary be increased to $70,000.00 as a
counter offer to Mr. Kockler, pending Salary Board approval
